    今早出席温哥華市議會旁聽,令我感到極之不安!温哥華市議會通過動議,立例向大麻商店發牌零售大麻,並決定展開公聽會討論細節,運用政治手段促使温哥華居民參與,企圖合理化地把非法大麻銷售融入温哥華各社區。大麻銷售是非法活動,市政府理應執法,而並非鼓吹違法活動。動議得以通過,唯一反對者是無黨派市議員Elizabth Ball。

    以偉景佔大多數的温哥華市政府意圖把非法大麻銷售包裝成合理的商業運作,完全漠视加拿大現有的大麻監管條例,大麻只可售予有醫療需要人士,售賣給非藥用人士是非法活動。面對非法銷售大麻的犯罪活動,偉景温哥華所提出的三萬元商業牌照費,大麻店要離學校及社區中心三百米,以及大麻店之間要有三百米距離的框架建議,根本毫無意義!温哥華市政府竟然為如此非法活動撐腰,實令溫市居民震驚!

    市政府大有美其名是立例管制現時沒有明確指引的新興行業,而背後卻是為推動大麻合法化舖路之嫌。令不少市民憂慮市政府正在運用人力物力,制定大麻店運作模式的框架,合理化地誘導市民在框架細節上進行討論,從而把大眾的焦點從非法大麻銷售轉移到如何更「安全地」把大麻店融入社區,計劃把吸食及銷售大麻在他們管治下的温哥華變得合情、合理、合法。

    温哥華市政府無權花費納税人的金錢去支持非法行業?作為一個立法者,怎可能支持一個把非法活動合理化的市政計劃?市政府是有責任執法,市議員支持非法活動是否出現了操守問題?温哥華市政府真正為誰服務呢?

    I was in the city council meeting this morning.  I was disturbed to see the Vancouver Vision dominated city council pulling a political trick to trap the Vancouverites into the discussion on regulating the illegal Marijuana.  There should be nothing to discuss on this issue.   Whatever is illegal is illegal.  Vancouver City Council should be enforcing the law rather than breaking the law. The motion is in fact turning the illegal activities into legitimate business proposals.  The fact that it is illegal to sell marijuana for non-medical use was completely ignored.   The $30.000 license fee and the 300 metres away from the school and community centres are totally meaningless when we are talking about regulating illegal activities.   Vancouveriites are law abiding citizens.  They are shocked by the City Council’s attempt to regulate Illegal activities.  Vancouver citizens expect and look up to the Vancouver Police to enforce the laws.

    People worry about the intention behind the motion.  It looks like it is to trap the Vancouverites into the discussion of legitimizing the sales of marijuana based on the framework the city council laid out.  A tone is being set that the sales of Marijuana is a legitimate business in Vancouver which is very bothersome.

    Vancouver city council is accountable with our tax dollars.  It should not be spent in supporting the illegal business.  I support NPA Councillor Elizabeth Ball’s decision to vote “NO” to the motion of sending the legal framework to a public hearing.  I agree with her that a lawmaker cannot support a municipal plan that would legitimize something that is illegal across Canada.

    也是學生家長的時事評論員廖長仁在接受本報訪問時表示,市府顯然帶頭違法,企圖以規管發牌方式把非法大麻店變相合法。他說:「市內多達86間非法大麻店,已是即成事實,市府不關閉,如今卻還說要發牌規管,可說為法治立下最壞榜樣。」

    廖長仁質疑說:「鄭文宇兩個月前曾說不會訂附例規管,如今突然改變態度,令人費解。」他指出,姑且不論大麻應否合法,將非法大麻店變相合法發牌,等於鼓勵將大麻變成香煙等一般商品販售,相信部分華裔家長會出席今晚市府會議表達不滿。(星島日報2015-04-28)

    溫市親子情主席陳盧美馨(圓圖)周一接受《星島日報》訪問時表示,聯邦衛生部長安布絲(Rona Ambrose)已表明反對規管,要求溫市府關閉非法藥用大麻店(詳另文),實在不理解由偉景溫哥華(Vision Vancouver)主導的市府,為何要執意訂附例。

    她說:「大麻管理根本就是聯邦衛生部職權,與市府無關,他們(溫市府)在公開對抗聯邦政府,是公然違法的行為。」

    陳盧美馨批評市府,在4月20日全國大麻日,縱容逾萬人上街吸大麻,沒有顧及一般市民拒抽二手大麻權利。她同時以學生家長身分說,目前已有學生因拒絕吸二手大麻,向學校告假不上學,嚴重影響學生上學權益。(星島日報2015-04-28)

    首家藥用大麻供應商Tweed Marijuana Inc.副總澤庫林(Mark Zekulin)向加拿大廣播公司(CBC)表示,他們所有藥用大麻訂單都是向顧客以郵遞寄出,估計溫市現有大麻店售賣的大麻來源非法,令人擔心品質安全。他說:「這是黑白問題,當你合法規管後,等於犯罪活動沒問題,這是走在錯誤道路上。」(星島日報2015-04-29)

    溫市華裔學生家長林愛儀說,把非法大麻店合法發牌監管,可能會鼓勵黑幫非法販售大麻獲利,進一步控制政客,影響施政。她說:「我知道許多家長,都反對市府變相把大麻店合法。」(星島日報2015-04-29)

    What I did before

    I used to buy into the idea that marijuana use was nothing to get too worried about. “It’s a soft drug…. all the kids are doing it… there are few repercussions from using pot”. I didn’t focus too much of my time on marijuana use. Cocaine, heroin, crystal methamphetamine – those were the drugs that needed the attention. If the youth stopped those and continued with marijuana, it seemed to me to be a “safer” choice. I didn’t aggressively target marijuana use from a harm reduction perspective. I’m not sure, looking back, whether I even really asked the questions about how much, how long, and how often used…

    What changed my practice
    I began consulting to the Provincial Youth Concurrent Disorders Program at BC Children’s hospital. I was seeing youth from 12-25 with anxiety, psychosis, depression, sleep disorder – all in the context of marijuana use.

    Through this, I became aware of the high rate of concurrent mental health and substance use disorders in youth (about half of youth with a substance use disorder have a comorbid psychiatric disorder). I discovered that marijuana is one of the top 3 substances used by youth (the others being cigarettes and alcohol), and that early age of onset use is increasing (use as early as 9 years old was 1% in 2003, increasing to 3% in 2008). I learned more about the stages of cognitive development in youth and how substances can affect a developing brain. I learned about the horticulture of marijuana in today’s society and how marijuana may be more potent than in previous years and that THC increase could be associated by a corresponding decrease in cannabidiol, a natural antipsychotic in marijuana (see “Downside of High” on The Nature of Things). Perhaps most persuasively, as a front-line observer, I watched as a functioning youth became more and more psychotic as he smoked large amounts of marijuana every day, and I saw how difficult it was to treat his psychosis even after the marijuana stopped.

    What I do now
    I no longer think of marijuana as a benign drug. I ask about it every time I see a patient. I counsel harm reduction. I educate about the potential consequences of marijuana use on a developing youth’s brain. I assess for a co-morbid mental health condition. I talk to my kids about drugs (as naturally as I can) with a determined purpose – to warn them and educate them. The longer they can let their brains develop without exposure to drugs, the healthier their brains will be. I encourage early detection of problem marijuana use and referral on for assessment and intervention as a high priority. I aggressively treat it. I don’t want to see potential “wasted” on marijuana.

    Time for Liberal party to come clean about relationship to convicted child predator

    Pembroke, Ontario… “The time has come for Trudeau to come clean about his association with convicted child predator Ben Levin,” stated Cheryl Gallant, MP Renfrew-Nipissing-Pembroke. In a recent media story, Ontario Liberal leader Kathleen Wynne linked the controversy over the sex education curriculum with Justin Trudeau and the Federal Liberal Party.

    In a rambling, incoherent interview, the leader of the Toronto liberal party expressed fear that voters would punish her Federal leader by associating him with unpopular provincial policies. While not mentioning the E-Health or Sudbury electoral bribery scandals, the gas plants fiasco, energy poverty for seniors, or the electricity rate crisis that has led to the loss of tens of thousands of manufacturing jobs in Ontario, she focused on sex education as a despicable tactic without mentioning the role the convicted child predator had in directing it.

    As Deputy Minister of Education when the current Liberal Party leader was Minister of Education, convicted child pedophile Ben Levin oversaw the controversial Ontario sex education curriculum for young school children. Levin’s involvement was confirmed when he bragged in an interview about his role. Levin later served on the Premier’s transition team as a member of her inner circle.

    “I was shocked to see a picture of Trudeau campaigning in Toronto with the Ontario Liberal leader and convicted child predator Ben Levin days before the pedophile was arrested in an international pornography crime sweep. That picture moved me to make a statement in the House of Commons on behalf of the parents, grandparents, and the vulnerable children of Ontario, demanding the Federal Liberal party leader order the withdrawal of the liberal policy even if it prevents just one child from being groomed for exploitation.”

    “I am demanding Trudeau come clean about his relationship with Ben Levin. While he is at it he needs to understand families have a right to be listened to and to have their concerns addressed,” concluded Cheryl Gallant, MP.

    2012 年有報導指, 美國華盛頓州常青學院(Evergreen College)有一名四十五歲的男性多次在學院內的女更衣室露體,該更衣室為附近一間中學及一泳社的學童所共用,女孩子的年齡由6歲至18歲不等。為 此,數名家長透過Alliance Defending Freedom的律師向學院投訴,但此男性表示自己是變性人,警方指出,因為反歧視政策的通過和刑事法例含糊,故不會採取行動,學院也不置理會。(請閱

    2013 年另有媒體報導, 美國科羅拉多州的Florence中學數名女學生投訴,有男生進入女廁對她們進行性滋擾。但因為跨性政策的通過,學校對這類投訴不願理會,並警告女學生, 若她們說出對變性人不利的說話有可能被控觸犯仇恨法。校方通知校內女學生,若要維護個人私穩,她們可用教員室內單一廁格的洗手間。

    特殊利益活躍份子會利用反歧視的理由,把這一類政策逐一推進卑詩省(甚至全國)的每一個校區,家長若不對此提出法律挑戰,以上事件大有機會在本省或本國學校發生,最終,女孩子將沒有廁所及更衣室可用,或者要冒著被性滋擾的危險,逼得男女共用一室。

    去 年四月至六月期間,家長及市民積極關注溫哥華校局推出的跨性政策,他們曾去信校局表示反對,發電郵要求發言,數百名家長出席多次公聽會,五十多名人士在 會上發言,反對匆勿通過政策,又熱心收集近七千簽名請願及參與門外集會活動。雖然溫哥華校局不理會眾多反對,強硬令跨性政策通過,但家長若能堅持下去,仍 然有機會推翻此政策或令政策有所更改,以致每名學童的人身安全都能受到保障。去年十月,數名家長已經入稟卑詩高等法院,要求推翻此跨性政策,並有近二百名 家長簽署法庭宣誓文件支持法律行動。去年四月至六月家長們所盡上的努力,並沒有白費,都促成了此訴訟的基要理據。這次法律行動的理據是諮詢程序欠公允,沒 有顧及所有學童的安全,及侵犯學校法所賦與家長的權益等。這法律行動是十分關鍵的一步,為了每一個孩子,家長及關心社會人士必須堅持下去,不能鬆懈下來, 免得為山九仞,功虧一簣!
